his research is motivated by the phenomenon of superficial religious understanding at the elementary school level which tends to be mechanistic and textual, thus aiming to analyze the strategies of Islamic Religious Education (PAI) teachers at SDN Kembang Gading Lampung Utara in enhancing Higher Order Thinking Skills (HOTS) as a means to achieve deep learning. Using a descriptive qualitative approach, data were collected through passive participant observation, in-depth interviews, and documentation studies, with analysis techniques following the Miles and Huberman model and validated through source and technical triangulation. The results showed three main strategies: transformation of lesson planning through contextual trigger questions, implementation of dialectical question-and-answer based on Lampung Utara's local wisdom (Piil Pesenggiri), and project-based authentic evaluation. The findings reveal that these strategies successfully realized deep learning, enabling students to connect religious values with practical solutions to school problems, concluding that HOTS integration is effective in building critical cognition as well as substantial internalization of students' spiritual character.
